PSA BIRTH CERTIFICATE LATE REGISTRATION, STRICTER GUIDELINES AND REQUIREMENTS

Requirements for late registrants or those who register their birth behind time will have additional and strictly requirements. That's what the Philippine Statistics Authority (PSA) said, knowing that more than 3 million Filipinos have yet to register their birth.
The PSA will form a technical working group to create new guidelines or rules for registration and claiming birth certificates. This is part of the agency's restriction after the Senators questioned the agency due to the allegedly easy process and verification in obtaining the birth certificate as happened to Bamban Tarlac Mayor Alice Guo.
The marriage certificate of parents, certification of using father’s surname, baptism certificate, school record, voter’s certification, medical records, and barangay certification are some of the requirements for late registration of live birth.
"That is one of the things that are abused because the supporting documents may be missing or fake. Right now, we are studying and we will provide supplemental guidelines so that these documents can be authenticated first," Grande stated.
"The PSA is currently studying to provide supplemental guidelines so that the policy can be made stricter and we can ensure that those who actually register are valid and correct in the information they will provide. One of the things we can do is the personal appearance of the document owner or the person filing the document," PSA Assistant Statistician Engr. Marizza Grande stated.
According to Ira Montecastro, QC Civil Registry Birth Certificate Registration Division chief, for claiming financial benefits and for education purposes, having a birth certificate is important.
"Everyone has a basic right to have a sense of identity, proof of identity, that would be the source of all your other basic and essential rights," Montecastro said.
