PAGASA: RED RAINFALL WARNING IN METRO MANILA, HEAVY FLOODING IN SEVERAL AREAS

Red rainfall warning is now issued in Metro Manila, Rizal, Bataan, Bulacan, and Pampanga by the Pagasa. While Orange rainfall is raised in Cavite and Zambales. In Tarlac, Laguna, Batangas, and Quezon Yellow rainfall is issued. Serious and threatening flooding is expected in flood prone areas.
The Typhoon Carina continues to intensifies as it moves 155 kph northwest enhancing the southwest monsoon bringing heavy rains across the country.
The whole province of Batangas is under state of emergency due to the effects of typhoon Carina. Signal No. 2 is still raised in Batangas while Signal No. 1 in Babuyan Islands, Northern portion of mainland Cagayan, and Northern part of Ilocos Norte.
The Malacañang suspend all government works and classes in all levels in the National Capital Region on July 24 as recommended by the National Disaster Risk Reduction and Management Council announced by the Presidential Communications Office. While many affected local governments also suspends work and classes in their town.
"Those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue with their operations and render the necessary services," the announcement reads.
"The suspension of work for private companies and offices is left to the discretion of their respective heads," it added.
Several rivers in different parts of the country is being monitored as heavy rains continues. The Marikina River is raised to second alarm after reaching 16.4 meters as of 7:25 a.m.
Early in the morning, heavy traffic is experienced several roads in Manila due to heavy flooding reaching waist-deep and knee-deep. Motorists got stranded and stuck in the flood, trying to pass the roads despite high flood. MMDA announced several roads are now not passable. Public is reminded to be careful from the threat of Leptospirosis in submerging the flood.
According to Pagasa rainfall can still be experience for the next days but not the same as experienced this Monday to Wednesday. The typhoon Carina is expected to exit the Philippine Area of Responsibility on Wednesday evening or Thursday morning and to make landfall in Taiwan.
