Dismissed Bamban, Tarlac mayor Alice Guo or Guo Hua Ping will try to reclaim her seat as mayor as she will file her certificate of candidacy (COC) next week for her reelection as she continued to fight allegations that she is a Chinese national with links to organized crime according to her lawyer.
Her lawyer Stephen David, said that Guo will file her certificate of candidacy next week through a representative, adding that their legal team is preparing the required documents. Guo’s camp may file her COC on Tuesday, October 8, the deadline for the submission of COCs.
Based on Commission on Elections (Comelec) rules, Guo may file her COC through a representative. Comelec spokesman Rex Laudiangco said the poll body would accept Guo’s COC should she file for the 2025 elections as it is the ministerial duty of Comelec to accept COCs.
The Comelec said, a petition, either for disqualification or the cancellation of COC, must be filed against Guo to cancel her COC based on her qualifications, particularly concerning her citizenship. Somebody has to file the petition with the Comelec.
“We have to follow due process, a petition must be filed. It has to be heard. We cannot just automatically cancel a COC,” Laudiangco said. Clarifying that acceptance of COC does not mean that the person is automatically a candidate.
The Office of the Ombudsman has already dismissed Guo as mayor of Bamban town in Tarlac province, but even the perpetual disqualification order of the Ombudsman will not deter Guo according to David.
Guo is currently in detention at the Pasig City Jail Female Dormitory over various charges for graft, qualified human trafficking, and tax evasion.
According to David, Guo should run so they could see if locals still loved her. “There's a lot of negative publicity, many people sympathize, and there are also many good things she has done for the town of Bamban. Many people still love her. Give her a chance so that the country may know if she should win or not.”
On the other hand, the Department of Foreign Affairs (DFA) cancels the passport of ex-Bamban Mayor Alice Guo.
